Essence of the offer

Investment support of promising projects and support of innovation-oriented activities in the Russian Federation by means of an actual model of interaction with interested parties in Europe, well established interaction with existing data banks of promising projects in the Russian Federation, integration with existing investment projects in the course of close cooperation with the Ministry of Economic Development of the Russian Federation.

State

Current situation in the Russian Federation is characterized, on the one hand, by a high investment rating (a stable level: Moody`s, Fitch Ratings, Standard&Poor`s), and, on the other hand, by the lack of investment cash flow in Russia. One of the main reasons for such disproportion is poor development of actual models of working on promising projects of all interested parties. Existing models are either overburdened in terms of organization (complicated structures, long decision-making process, non-transparent process), or small-scale in terms of tackled problems (local issues, inefficient processes, incompliance with international standards). Another important aspect is a tendency of project initiators to overvalue partners' investment opportunities. In other words, many projects are oriented at the process, not the results, thus considerably decreasing trust of foreign investment partners and possibilities of real dialogue with them.

Model

The suggested model is based on:

1. actual interaction of Russian representatives in CIS countries with actual investment community;
2. actual interaction of a managing body with investment entities in Russia (both in Moscow and in Russian regions);
3. actual compliance with priorities and interests of both Russian and foreign partners;
4. actual compliance with all legal regulations and support of process quality management;
5. actual transparency of the process for all entities;
6. developed infrastructure;
7. actual project scalability

Functions of model entities:

1. A representativecontrols investment market tendencies and models (project financing, leasing, venture investing), regulates foreign partners' inquiries, correlates interests and priorities of Russia, conducts negotiations, executes project presentations and marketing in Europe.
2. A coordinatorcarries out operations control of entire process: interaction with entities in the Russian Federation and a European representative, quality management, process monitoring, financial control, informational and legal support, representative functions and project marketing in Russia.

An important factor influencing project implementation is distributed integrated information system.

Functions of information system components:

1. Portalsof project entities provide integrated information system (IIS) access, online collaboration, and online access to information resources of the information system in any point of the world.
2. Workstationsof project entities fulfill functions similar to these of portals and are installed by the entities that do not have their own portals; workstations are executed using portal solution technology (thin client).
3. Integration platformprovides technology and process compatibility of all IIS tools (software), data migration, business process control and monitoring.
4. Electronic workflowprovides document support of project management (Docflow, Workflow): registration, routing, reporting.
5. Project monitoringprovides project execution control and project-related event monitoring to conduct decision-making.
