Effective management of specific entities that are of interest for certain Ministries of Russia and the Russian Federation in general that are involved in industry or state regulation or control processes. Managed entities can be understood as large-scaled projects, and large-scale enterprises of various industries, regions of the Russian Federation of international ones. Management is understood as a complete package of the management system constituent parts: organization, finance, human resources, investments, innovations, industry-related activities (development, production, operation, services).

Status

Current economic situation in Russia is characterized by a stable tendency to project and enterprise consolidation (at both regional and inter-regional levels), emphasis on strategically crucial lines of activity, intensive use of the latest technologies (mostly in It field). This situation is in full compliance with global tendencies. The Russian Federation is a constituent part of global economy, which also involves measures for international integration.

Participation in international projects is a profitable and perspective line of activity for both private companies and state organizations. In this sphere primary concern should be given to mechanisms of development and management of advanced technologies through share participation and enterprise acquisition strategy, establishing of joint ventures, consortiums, financial industrial groups, which will allow the Russian Federation to make a real step further in the integration process as a plenipotentiary participation of the global industry community.

Model

A management system for large-scaled projects and enterprises is a hierarchical structure that can be divided in three main levels (using a wide-spread terminology): strategical, tactical, and operational.

A strategical level and a part of a tactical one are decided by Ministries, Agencies, and Services within the framework of industry development trends, tendencies, regions, and program implementations. Any administrative reform of the top echelons of power will improve these management levels.

Operational levelis carried out by local managers. As a rule, these are executive managers. In our opinion, the period of perestroika populism has been changed by pragmatic management approach at this level; among specialists that are ready to solve operational tasks, there are both professionals of older generations and new specialists that have been trained in the environment of real market business processes and business projects. No reform must result in exclusion of these specialists from management system.

At present, a weak link of the management structure is the link between strategical and operational management levels, between adopted plans and programs, and everyday in situ work.

Ministries, Agencies, and Services of the federal and regional levels are the largest headquarters that are actually involved in strategy, not tactics.

Local managers are actually constantly involved in solving current operational tasks.

Supposed modelis based on using professional Management systems as management system entities that carry out actual management of strategical plan and program implementation at tactical and operational level and are responsible for final result.
